How we compared Dubai's performance marketing agencies

Performance marketing is paid advertising judged by results you can count: leads, WhatsApp chats, bookings and sales, not impressions or clicks. In Dubai that usually means Google Ads (search, Performance Max and YouTube), Meta ads on Instagram and Facebook, and increasingly TikTok, Snapchat and ChatGPT ads.

Most "top agency" lists are written by an agency that ranks itself first. This one ranks nobody. The right agency depends on your size, sector and budget, so each one below is labelled with the type of client its own service suits best, and listed alphabetically.

Who qualified

  • A Dubai office address on the agency's own website or Google Business Profile.
  • A paid search, PPC or paid social service named on the agency's own website.
  • Public evidence of the work: a Google rating, named clients, or trade press coverage.

How the "best for" labels were chosen

Each label comes from what the agency itself says on its paid media pages: the platforms it names, the sectors and clients it shows, its size and its other services. Where the evidence is thin, the profile says so.

What we did not do

  • No agency paid to be included.
  • No scores or rankings. Agencies do not publish comparable results such as cost per lead or return on ad spend, so any ranking on results would be guesswork.

  • Clients shown on site: Masdar and Capital Health among others
  • What stands out: one of the few Dubai agencies that publishes a management fee range (AED 2,000 to AED 10,000 or more a month, or 10% to 20% of ad spend). Web and SEO are its larger service lines.

Global Media Insight

  • Best for: businesses that want one long-running, multi-service agency with offices across the UAE
  • Service: Google Ads management
  • Experience: operating since 2001 by its own account, with offices in Dubai Airport Free Zone, Abu Dhabi and Sharjah, and 130+ staff
  • Clients named on site: none on its Google Ads page
  • What stands out: one of the widest platform menus on this list, including DV360, Amazon and programmatic. Its public reviews mainly describe web and SEO work, so ask for paid media case studies.

Incubeta

  • Best for: advertisers that want data-heavy performance work built around Google's marketing tools
  • Service: Performance media
  • Experience: Dubai office opened in 2021, and the group acquired Bruce Clay MENA, a Dubai agency running since 2015, in 2022

  • Clients reported in trade press: Seddiqi Holding (digital media agency of record, 2025) and Gargash Auto (2026)
  • What stands out: the scale of a global media network. Note that several of its five Google reviews describe WhatsApp task scams using the agency's name, not client work.

M&C Saatchi Performance

  • Best for: app, e-commerce and fintech brands that want a global performance network
  • Service: Paid search, paid social, programmatic, CTV and app marketing
  • Experience: MENA operations since 2023, based in Al Thuraya Tower 1, Dubai Media City, with offices in London, New York, Singapore and Sydney

  • Platforms: Google Ads (search and Performance Max), YouTube, Meta ads including click-to-WhatsApp, TikTok, LinkedIn and ChatGPT ads
  • What stands out: the team shoots the ad content in-house and sets up the tracking, and campaigns are judged on leads, bookings and sales rather than clicks. The same team also builds websites and runs SEO and GEO, so the landing page and the ads come from one place.

How to choose a performance marketing agency in Dubai

Start with what you are buying: a result, not a media plan. Ask every agency on your shortlist the same questions and compare the answers in writing. If your ads are not producing leads today, our guide on why ads stop generating leads covers the usual causes, and the digital marketing cost guide explains agency fees versus ad spend.

  • Whose name will the ad accounts be in? Ask for Google Ads and Meta accounts in your company's name, billed to your card, so you keep the data if you change agency.
  • What counts as a conversion? It should be a lead, a WhatsApp chat, a booking or a sale, tracked in GA4 and the ad platforms, not a click.
  • Who makes the ads? Meta and TikTok ads tire quickly, so ask how often new content is produced and by whom.
  • Is the fee fixed or a percentage of spend, and what is the minimum term and notice period?
  • Who writes and checks the Arabic ads?
  • Do they know your sector's approval rules, such as permits for property and healthcare advertising?
  • Which platforms suit your buyer? Our guides to Meta ads and TikTok ads in the UAE show where each one fits.
